Bill grew up outside Philadelphia but moved to California in 1989 and San Diego in 1990. He has spent his career split between technology development and artistic endeavours. On the technical side, Bill has a Masters in Electrical Engineering from Stanford and a Ph. D. in EE from the University of California, San Diego. He spent many years at Qualcomm as Vice President of Engineering and Technology in a variety of different groups. He writes signal processing applications for voice, audio, and video processing, and teaches Speech and Audio Compression at UCSD. On the artistic side, he writes, directs, produces, and edits independent films and pseudo-documentaries, he sings and plays guitar in the musical group The Railheads, he produces, mixes, and masters musical CDs for the group, and he is an accomplished juggler. He spends much spare time conceiving and raising future cast and crew members with his wife, Carol.
